1999 Evinrude 70 4-stoke in SLOW mode

My outboard had been in for service twice this year with an Engine light. The error code was bliking 1-3-1-3 so either 13 or 31 which refers to idle speed. Once I get the light my engine goes into S.L.O.W. mode with prevents RPM above 3800. Each time service is able to adjust the idle and prevent the engine light from coming on. However, I still can't get past 3800 RPM. It appears I'm still stuck in slow mode. The last time in for service I was told that diagnostic conection with my outboard showed no engine warnings. However, I'm still running in slow mode. <br /><br />Any ideas what might be happening with this motor?

Welcome to the forum!<br /><br />Give us a little history story about you motor. When it was runing realy good how many RPM'S did it turn.<br /><br />When it started to run slow what were you doing that day. so on and so forth. <br /><br />Did it over heat at any time.<br /><br />Good luck!

My motor has given me no other problems other than the engine light and code 13 or 31. I have had thi problem two years ago but it lasted during a week vacation and when away on it's own after I brought it home. When it's running well I get roughly 1/3 more RPMs but with the problem being current I can't test that. The slow mode and engine light always starts when I first start the engine with no warm-up period. Now that I am not having any engine light I verify slow mode as soon as I can back away from the dock and test full throttle. I does not seem likely that the engine is warm yet but I can't discount this type of censor being the cause. The motor has always started well, pushes water and never shows signs of overheat.

You may need a new power pack. If you have a frindley type dealer mabey he will let you borrow one for a test.<br /><br />I wouldnt try to open engine up to full throttle until it is good and warmed up. Mabey five minutes at no wake speed.<br /><br />Good luck!

Check the CTP switch, this switch tells the computer if the throttle is fully closed or open. Check the neutral switch, this switch tell computer on in neutral and off in farward. If the switch not working engine will not exceed app 3000 rpms.Code 31 should not put engine in fail safe mode. you have different problem. I think neutral switch, which will not give a code, is broke/stuck.

Locate the neutral switch, unplug connector, should be 2 wires, switch should be on in neutral, off in farward. If the switch is shorted or stuck in the on position it will limit rpms to about 3000 rpms. After the switch is repaired idle must be readjusted. If you paid for diagnostic and the shop kep a record, this would show if the 2 switches were working.

I did look behind the throttle assembley and noticed one two-wire plug but it was heading under the dash. Is this likely the neutral switch?<br /><br />One other experiment... I ran the motor RPMS up in neutral and noticed the limit was 3000 rpm's. Then I ran them up in forward and the limit was 3800. In both cases I get the pulsing effect as if it was computer limited. If the CTP switch was telling "fully open" would this prevent additional RPM in forward?<br /><br />Anyone know a dealer online that will sell me the computer connection cable for the 4-stroke envinrudes. I have the software and laptop already. Anyone know what the model number would be for the cable?

If the CTP switch is stuck, the timing will not advance beyond 5 degrees BTDC. These switches are simple on and off switchs,can be checked with a multimeter when disconnected. The neutral switch located on shift linkage, you have to remove lower cowling.
