97 200 Evinrude Repeated Lower gear case problems

I have replaced the lower gear case gears 6 times, and case twice. Have lowered the motor on the jack plate. What am I missing or what am I doing wrong. Any kind of input will help. Need help immediately.

That has to be a record, Have you tried a manual, along with the proper shimming tools, maybe the proper tool's in general
