From what I see in the parts listing for your motor, you don't have full gear shifting, hence, no shift rod. Perhaps some metal displacement in the driveshaft-crank shaft junction is preventing the lower unit from dropping. Do a search for stuck drive shaft...

Re: Evinrude 4hp Impeller

Sure looks like there's only 2 bolts , one fore, one aft. If your lower unit dropped 1 inch, then you removed the right 2 bolts. As I mentioned, the drive shaft is probably stuck in the crank shaft. Various techniques have been used to free a stuck drive shaft. The drive shaft has splines that mate into the crankshaft stub. These splines can develop corrosion or metal displacement due to the torque of the motor (and made worse from having little or no grease on the splines).

Try inverting the motor( after removing the motor cover and standing the flywheel on a folded towel) and spraying PB Blaster on the drive shaft. The penetrating liquid will flow down the drive shaft and into the crank shaft. Let this sit overnight. Hold the prop from turning and try twisting the loosened lower unit first clockwise then counter-clockwise. This back and forth motion usually is enough to allow the drive shaft to slip out of the crank shaft stub. Occasionally, try lifting the lower unit . You'll know when it breaks free. Upon re assembly, be sure to grease the drive shaft splines only ( not the very end of the shaft). This will help in disassembly the next time you remove the lower unit.

Try the above first....there are other things a wee bit more involved to separate things, but try the penetrating spray first.
