Got trim No tilt

I have 1978 Johnson outboard. The trim is working,the tilt is not.I have taken all the valve out and inspected O rings look fine also.The tilt cylinder will work using air pressure. Im thinking maybe the pump is the problem, but not sure. Any help will be appreciated.

Gary....reservoir level OK? With the engine tilted all the way up, is the fluid level at the bottom of the fill hole?

OBJ Yes to the above questions. I lifted the motor by hand(5-6 times) to insure air wasnt trap. The motor has not been used in a while due to rebuilding motor.

Gary....lifting the motor by hand don't work partner. You got to run the motor/pump. Run it up as high as it will go with the motor and check the reservoir. Add as needed and then run it again.

OBJ The motor will run the trim cylinders they go in and out,the tilt cylinder will not raise the motor, that why I lifted the motor. Im thinking that the tilt cylinder may need rebuilding or the pump. Thanks for help.

Gary (just re-found your post) Raise the engine all the way up, by hand if you have to, and support it there so you can take the tilt cylinder lose from the engine. There's just a pin you knock out to free the eye.<br /><br />Once the Tilt cylinder is freed from the engine, run the motor and see if the cylinder will go up and down. Probably will. With the trim and tilt cylinders fully extended, check the fluid reservoir. Add as needed and cycle the cylinders about 4>5 times and recheck the fluid level.<br /><br />If the cylinder does not work, either the cylinders pistion oring is shot, or a possibility is the up/down shuttle valve is not moving far. Another posibility is dirt/debris plugging a line

OBJ-The cylinder will come out but it wouldn't go in. It goes in only with the weight of the motor.Thanks for any comments. Gary
