My 115 evinrude is a 1998.It always fouls the spark plugs 2 times or so a year. The motor always stalls when i go to give it gas.The motor seems to have lost power. The motor would push the boat on plane no mater how many people i have on the boat. Now the motor seems like it takes a while to get up on plane and it seems to misfire when it takes off from an idle. The boat seems alot slower now.

What plugs are you using??
Make sure the timer base (spark advance) is mooving freely with the throttle linkage all the way to the stop bolt at full throttle. You can check this without the engine running.
Do the basics, fuel, compression, and spark.
Compression test first, then spark test.
If all is good then I suggest a tear down and good soaking and cleaning of the carbs.

Add a reply and let me know if you get a solution pruble. I am having the same exact problem on the same engine. I know my spark plug wires look pretty bad and I'm hoping that's it.

defently check for compression.

fouling plugs could mean to much carbon buildup, wich will lead to sticking rings and therefor loosing power.

this could be your problem.

the cause of it we have to figure out.

could be wrong heat range of plugs or wrong gap
to rich mixture
cold running engine
wrong rpm range lugging motor

check those things after you do a compression test.

I guess I'll have to wait to see if the spark plugs get fouled again. I just got the engine (my first) last December and the guy before me had pulled a spark plug wire apart then just stuck it back together. Replaced it and the plugs and now it runs like a top.
