Starting Trouble - Johnson Outboard

When I try to start it it just barely turns over and sounds like the battery is dead, but when I check the battery it is 12V and is perfectly fine. When I hook up the multimeter to the starter it's only getting about 4 volts while I'm trying to start it. I don't know much about solenoids...could that be it? maybe a bad starter?

make sure all cable ends are clean and tight. bat.sol.starter make sure the ground is clean,

Go to Engine FAQs. Do the troubleshooting in "Outboard wont start".
