tiller handle adjustment

Have a 9.9 evi 1974 or 5. It seems to have skipped one tooth on the tiller handle as the butterfly wil not start to open until it gets to fast on the handle. Want to unbolt powerhead, lift and reset handle one tooth back. Realizing that will either have to drop lower unit to do this. Is there a better way to do this?

Don't see how to just loosen it. There is no screw/bolt that I can see. Not my engine. Looks like lifting the powerhead and turning the pivot and dropping the powerhead might be the easiest.
