Motor doesn't seem to open up at full throttle

I recently bought a 1986 Mercury 35hp O/B. It had been in storage for 3-4 years. It will start great and when it is not under a load it seems to throttle-up just fine. I put my boat in the lake and it seems to bog down when you go to full throttle. I'm only getting 5-7 mph.
Have tried a 12x9p, and 10x15p, same problem. The first time I started it, I had bad fuel. I changed to good fuel, cleaned the carb and filter, bulb stays hard. The engine can be flooded easily, but quickly clears right up. Appreciate any and all assistance. Turtle Jim

Do you have good compression and spark? Perhaps you're only hitting on 1 cylinder.

YAHOO!! I got it! I ahd to pull the Carb off again and clean it one more time. It had picked up some trash in the fuel that I missed the first time. Runs like a Scalded dog now though.
Turtle Jim
