Lower Unit shift problem/125hp 1996Merc o/b

125hp 4ci Mercury outboard #og394907 Unknown model # I had the lower unit rebuilt. And when I put it back on it wont shift, at all. It does'nt even engage? I dont know if the two shift shafts are suppose to interlock and operate that way or am I missing a part? Possible some sort of female sleeve. I measured the two, and it looks like its short about 3/4 in.I am stumped.<br />Please help.......<br />

Shift shafts must engage in the splined connector (female spline is on top shaft). Something is wrong if they do not meet.
