More 25 hp murc short shaft

I can not get my boat to plane out with 2 people in the boat. I'm planning on adding a stabilizer plate and a small jack plate. Does any one think that this will help or am i better off leaving well enough alone. (I've tried props and all the adjustments avaliable on the motor no help.) motor runs great.

Sorry about the lack of info. 15' x 42" jon boat with a 1987 25 hp Mercury with a 12 pitch prop. I have to keep the motor tilled to the last notch closest to the transom or the motor will cavitate.

How high is your motor's antiventilation plate in relation to the bottom (keel) line?

a good 10 inches maybe more. the boat is about 35 miles from the house I'll measure it next time i'm down there. It seems like it sticks down to far?
