88 40hp Mariner Starting problem

This is my 1st post so bear with me. I have an 88 japanese made Mariner 40hp. It's been in storage for a number of years. I did the basics to try and get it running..new plugs, gas, oil, gas filter, lower gear oil. It smoked for a bit but is starting. Here is my confusion.<br />It will start when bottom plug wire is connected but top plug wire is not. It will start when both plug wires are connected and it sounds a bit stonger. It will not start when bottom plug wire is not connected and top plug wire is. Does this make sense? After running I pulled both plugs and both seem to be in the same condition, I switched them around and I get the same results. Both seem to be getting juice based on the jolts I've received ;)

It's nice to see you have done some tests already.<br /><br />Have you sqeezed the primer bulb and checked the carbs to see if fuel leaks out?<br /><br />Check the compression of the engine aswell.<br /><br />Then let us know.<br /><br />TMD
