I have a 1989 Merc XR4, noticed fuel leaking from bottom carb when primer bulb was pumped. Bulb never got hard. Engine was at level or slightly forward. Put in needle kit and gasket set. Still leaked, tore down again inspected floats, looked good but was suspect on left one so replaced(fuel was coming from left side of carb as you look at motor). Tested on bench and was good. Put on motor, leak was back. Removed carb from intake but left hoses hooked up, pumped primer bulb and fuel was coming out bottom left side of intake at reeds, carb was not leeking. I tilted the motor forward more and pumped bulb to see if top two carbs were leaking and fuel still came out through bottom. Need some help, thanks.

I doubt it's the reeds. If you're sure it's not the needle and seat, you might have a look at the diaphragm in the fuel pump.

c/6
Hooty

Sounds like fuel pump diaphram possibly leaking back.
But there is check valve that is suppsed to only allow positve pressure I think.
