I had a similar problem with my evinrude. There was a clog in the fuel line, it was pretty easy to fix and ran fine afterwards.

I could be reading this wrong, but are you turning the engine over while you are pushing in the choke or just pushing it several times and then trying to start it?

Your starting procedure is wrong.

Pump the bulb untill it is very hard, raise the starting lever a little, (youll have to experiment with this setting) then while pushing in on the choke and holding it in, turn the key untill it fires, then when it starts release the choke and push the starting lever down, If it trys to die, push the choke in momentarily and it should pick up, you make have to keep doing this several times before it runs on its own! Pushing the choke several times will do nothing if you are not turning the engine over at the same time.

You may have other issues with the wide open throttle problem.

Lubedude I believe you are mistaken. This engine does not choke like a regular engine. It has a fuel enrichening valve that injects a little fuel each time the choke is pushed. So that tells me that the carb is plugged and when he starts it up it runs off of the fuel he just injected with the choke until it runs out.Rebuild your carb!!
