Welcome, Stangfire!
The problem is that that is a Canadian serial number, and most the sites on the web assume you're American, and have an American Mercury. The folks in Australia and Europe have the same problem.
Anyway, I figure that's a 1982 model.

Mercury 4.5hp serial numbers (Including Canadian)

Hmm,

I just called a merc dealer looking for rings and gave him my serial # and he said it's probably an early 70's.

He can only sell me a box of 12 rings. I'll keep looking.

The cowl on this motor is black with blue writing.

Try The Marine Doctor fairly near you. He's a really good guy, and found me hard to find parts.
Another place, try This place in Quebec. - He found me rings for a early 80's 4hp merc a while back.

I'm confident in that 1982. If you click on the link I left above, you can see it for yourself. It's a lot better than a 'guess' from a dealer anyway. There were no 4.5hp made in the early 70's - they were in production from '75 to '85.

I wonder why the parts diagram and the dealers are telling me there should be 3 rings and yet I only have 2??

I think I found some locally. My buddy is picking them up for me. Hopefully they are the right ones.

I found some rings for $5 each.

Put them in last night.

Decided to check my impeller and it's no good. I'll have to pick a new one up.
