WOT RPM's only 4000

I have a 1995 40HP Mercury 4 cylinder Model 1-040312R, S/N 0g161800 that will only run 4000 rpm's at wot. When you engage the choke it will then reach 5500 rpm's which the owner's manual states is correct. I have had both carbs off and cleaned them but could not get the main jet on the bottom carb loose. The bottom carb has a very small hole in the case that sprays out when sprayed with cleaner. The upper carb does not do this. Any thoughts will be appreciated.

Watch ebay for carbs for you motor. Another place you can try is Twin Cities Outboard in Minnesota. If you can get a different carb for cheap it may take care of your problem. If you want to replace it new here is a link new carb

Brad <br />Has this motor set up very long. If a motor is going to set up very long pull your gas line and let it run till it dies this will get the fuel out of the carb and prevent damage from olf gas.
