Tilt Trim motor leaking fluid out of the top of motor

My T-T motor is running very slow and is leaking fluid out of the top. I am pretty sure that the actual motor is not even suppost to have fluid in it. It smoks a little but dose not become hot. is this some kind of O-ring problem and can it be fixed. this is the second T-T motor and pump I put it on myself is there something I missed??
