50 horsepower outboard won't start

hi i got a classic Fiberform 16 ft boat for free from a friend, and he hadn't used it since 1998. it came with a 50 hp CD ingection Mariner outboard it was running find before he stopped using it. after many hours of looking at it i found out how to take off the cowling which i think is a of poor design. after i got the engine turning i tested for spark and it was there so i tried the electric start but it just mad a cliking noise i was thinking that the cellinoid was bad but when i crosed the termials it made sparks. next i tride the starter motor i could make it move by hand but it wont move when i turn the key. i am postive that the wires are good but i am thinking that the starter my be crape all rusted in the inside. I'm sorry but all that i know about the engineis that it has four cylinders and the serialnumber which is 6542331 if you could give a suggestion i would be thankful.

Check for proper battery voltage and clean the electrical connections. Clean the engine ground connections. Crossing wires to test for voltage will lead to damaged components - use a meter.
