motor run great on land but not in the water?????

I HAVE A 115 MERC. I'VE HAD IT TIMED, CHANGED THE PLUGS,TAKEN OFF THE CARBS AND CLEANED THEM WITH A GOOD CARB CLEANER, STARTED IT UP WITH THE EAR MUFFS ON RUNS GREAT. NOW, I TAKE THE SAME MOTAR AND PUT IT IN THE WATER, PUSH FORWARD ON THE THROTTLE AND SHE DOSEN'T GO FAST SHE SOUNDS LIKE SHE GOING TO CHOKE OUT. I THEN PUT HER IN NT. PUSH A LITTLE FORWARD AND SHE STARTS TO GO FORWAD ALITTLE MORE THAN AFTER DOING THIS 4 OR 5 TIMES SHE KICKS IN AND TAKES OFF.<br />MY QUESTION IS WHY DOSEN'T SHE DO THIS TAKES OFF THING RIGHT AWAY? IF SOMEONE CAN HELP I WOULD GREATFULLY THANK THEM.<br /> A.J.ROSS :eek:

Assuming the carbs were properly cleaned you'll probably need to adjust the air bleed. If all you did was open the carb and spray you may have rearranged some dirt inside. The engine will run fine with no load. Is the primer bulb firm? What year is the engine?

Could be the plugs are fouling from an overly rich mixture at idle, or carb floats are set wrong and partially flooding the engine at low speeds.
