Is the tilt motor running? Or are you getting nothing(No sound) when you try to tilt it? What year motor are we talking about?

The tilt motor is running (making noise). I'm not positive the year of the motor I'm guessing 83 - 85 (not sure where to find the year of the motor). Could it be electric?

Look on the starboard side of the transom bracket for the serial number of the engine. Then take that number to mercurypartsexpress.com or mairnengine.com and you can get the year. A Seloc manual or the factory manual would be fine. I have the Seloc and there is a good system description for the 2 trim systems that Merc had for that time period.

If the system is full of oil and the trim motor just runs, make sure the bleed valve, low on the stdb side (hard plastic, could be 10mm size with a slot for a screw driver) of the transom bracket is tight. If this is loose, the motor/pump will run and just cycle oil back to the resovior.
