My Prov will not idle. I have replaced the fuel pumps and rebuilt the carbs. I changed the gas with fresh, changed plugs. It will run when idled up but will not idle at all. I have adjusted the 1 jet I see on the carb. Am I missing something>?

Welcome to iboats. :)

Have you checked cylinder compressions? Are you getting water on any of the sparkplugs? Maybe a bad cylinder, may be a bad head gasket. Maybe a buncha other things including no spark on a cylinder or two.

I have checked compression and they are all the same so thats not the issue. I have found one thing if I pull the front cover off the carbs and manually give it a partial choke it will run and idle. The bottom carb seems not to be getting gas like it should. I have rebuilt them. Any Suggestions?

If you choke em' and it runs then your carbs are dirty. You are bypassing the carbs.

If you pump the primer bulb and it runs then your fuel pumps needs a rebuild. By pumping the primer bulb you are bypassing the fuel pump.

I have just rebuilt the carbs. Thouroughly cleaned. The bottom carb I removed again and verified it was clean. Also I have just installed BRAND new pumps.

Also, is there a idle valve or setting in the carb? Maybe thats my issue?

There is a float valve setting required. After over fourty years of dealing with outboard carbs, I have still not been trained well enough to look at a carb and determine the inner passages are clean. Many people seem to think if the bowl is clean that the carb is fine. My experience says this isn't so.

I had another guy speak of the inner passages. I have ordered some carborator soak. I will pull the carbs back apart and let them soak this time. Maybe that will clean the inner passages.

on the bottom of the fuel bowls is a brass screw, remove it and DO NOT lose the gasket as they are not in the kit.
this allows acess to the idle fuel jets, I try NOT to remove them as they like to snap off. however I will take a single strand of copper wire and clean the passages. be careful how long ya soak the carb bodies as they have some rubber and plastic parts that can be affected.
the bowls you can soak as long as needed.
