Made some pulls with digital timing gun hooked up: tach is accurate until I bump up against the limiter. On the limiter rpm bounces 4900-4950. Also the temp begins to climb pretty quickly so 4700-4800 is max sustainable.

Whats the current prop and what kind of slip number/speed are you getting. 10% slip on a 21 puts you at 56mph - but gotta be a good prop that jives with your hull. Laser 2 or similar may be a good place to start. Offshoreonly might be a better place to ask.

I had the drive and gimbal housing off for re-seal and now after reinstall the steering wheel is off by 90 degress. I have no idea how I managed this but is there an adjustment procedure? Can I just pull the wheel with a wheel puller and rotate/reinstall? I seem to have full travel in both...
Had issues after re-sealing the outdrive. Brought it in, installed clear hoses and inspected impeller, took it out for testing issues resolved. The only thing I changed was when I re-installed the impeller, I flipped it.
