    the engage and release thing in front of the motor under the carbs on the motor mount

    I have a little turn dial in the middle of my 1986 85hp force. it's smack dab in the middle under the motor case. the label says engage and release. I looked through the clymers and it has no details on it at all. What does it engage and release? Thanks,
