I let my boat sit a little over a year, and after that time, i cant seem to move the steering wheel at all and i dont want to force it.

hi, i have a problem that im not sure what it could be. when i try and shift into forward gear, the engine just bogs down and dies. putting it in reverse i dont have a problem. i just get a grinding clunk when i first begin to shift into gear.
