When starting my 1998 Johnson Outboard it floods out as indicated by white smoke exhaust/wet spark plugs. If i wait awhile and do not choke it then it will start. When warmed up it starts O.K. but I noticed some while smoke from the exhaust like its burning rich. I pulled all the carb floats...
