    cannot reach suggested advance timing

    I have an issue with my mercury 40hp 2 stroke 4 cylinder 1992. it cannot rev over 4000rpm, the propelle is good and the carbs too. i just went for an overall check up and the mecanician found that the stator was failing and replaced it! But it didn't change anything ! still cant'reach more...
