I have a 74 Mercury 650 (65 HP) motor and I would like to drain/clean the bowls. Where exactly are the bowls located and where would the drain screw be located?

I have been working on my engine and I think i have it close, I just need some help on the throttle and shifter cable adjustment.

I took the plugs out, look to be in good shape. Nothing out of the ordinary. Took off the distributor cap and noticed that the points were corroded and the rotor was also a little corroded with a little bit of dust in the bottom of the cap. So I took my handy little dremel and polished them...
Would a faulty pump cause the engine casing to become hot to the touch and keep the engine from running at it's normal power/rpm's? No signs of problems like smoke or funny sounds, just complete lack of power.
Would something like a clogged filter or bad pump etc...cause an outboard engine that has been running fine, all of a sudden to just run but run poorly (no spitting or sputtering) just complete lack of rpm's?
