    I think I might have got it. I noticed exhaust coming out the shift shaft hole while running it in a tub. That exhaust is shooting up directly at the opening in the cowl and choking the carb. I read the manual again and realized I left off the RTV the second time I replaced the water pump...

    I know. There is nothing touching the cowl at all. I think it has to be air/exhaust related.

    I tried that and it had little or no effect. it should be getting plenty or air now. I also pulled the exhaust plate and that gasket is in perfect shape. no exhaust leaks there.

    Fuel pump and carb rebuilt. New plugs. Cowl doesn't touch anything when on.

    Yes, I knew that. I replaced the gasket from the powerhead to the adapter plate and the gasket from the adapter plate to the mid-section. Still acts the same. I'm running out of ideas but I'm gonna change out the plug wires as they get close to the cowl. they are probably 20 years old.

    Great minds think alike - I took out the grab handle insert and now I've got a huge inlet. I'm still confused as to why there is none to begin with but that's a reasonable solution. However, that had no impact on the boat running poorly at WOT with the cowl on.
