Got a 1997 Johnson 115hp V4 and original tach with engine "trouble lights" in it. Very tough to get to it to test or remove. Needle is stuck at 2000 rpm even with engine off and battery disconnected. Trouble lights don't light up for self-test when engine starts. Can I safely assume this is dead...
