    Starting 4hp Evinrude, dials and switches

    I just got an 1990 Evinrude, Yachtwin, 4 hp, 2 stroke. Trying to start. There is a switch on the side near where the fuel is attached. A circle and an arrow pointing forward, what is this for? Two dials in the front. One is fuel and the other is what?
