I ended up getting end of day frustration. I hit a socket into the wheel side of the shaft hole. That got the press fit shaft out. The shaft then freely came out of the housing. The bearings came out in the usual way with a short bolt hitting them...

Motor spinning fast but not going anywhere fast normally means prop not spinning.
Try it on a hose, its possibly a spun prop which is where the bushing rubber lets loose inside it
