I was given a 96 4hp E4REDS. Runs great! My question is the choke knob pulls out but can also turn. What is the purpose of the turning and what is the correct position for it to be in?

This is probably a very simple question. I am in the process of rebuilding the carb and as I took the bottom bowl off the needle valve fell out. I have the clymer manual and it doesn't show which way the needle valve goes back. It's not even shown on the carb diagrams, which I find odd.

Got my first boat this spring and have been working to restore it to a decent condition. 14ft Fiberglass semi-v w/ Mariner 9.9M. Should work out well for fishing once I get everything in good working order. :)
