I have a T9.9ELHC high thrust 4 stroke, I think its an '03 (new to me). When I got it there was no tell tale stream, so it hasn't been run for more than 5 seconds. Got an impeller kit and did the replacement, when putting it all back together I noticed the lower unit is stuck in forward.

When I got the boat I was thinking carbs or fuel delivery, so I did the following:
-new plugs
-rebuilt fuel pump and filter
-replaced ALL fuel lines
-rebuilt carbs
-new gaskets for reed...
