My brother-in-law is considering buying an old sailboat (make & year unknown). He thinks that blue gel coat was painted white. If it was paintdd and needs repainting, what is the process? Remove all paint (sand or chemically)? Just sand/feather loose paint? Etc?

Replacing all stringers on my 1981 sea ray srv 255. Has anyone used Preforms? Their web site describes their products, but gives no guidance as to number and size needed (since i would not be replacing stringers identical to the originals)?
I have cut out rotten stringers on my 1981 sea ray srv 255 and am left with about an inch more next to hull. What are the best tools for cutting out the rest without damaging the hull? What tye of saw? Planer? Belt sander? Thanks all.
