Hello, I have a 1984 mercury outboard. I was replacing fuel bowl gasket and noticed on the bottom inside of the bowl, there is a washer/gasket. What purpose does it serve? There is also one on the outside where fuel bowl bolts in and I realize it's to stop fuel leaking out bottom of bowl but...
