    Cover off or on?

    My 1976 Evinrude seems to run better when the cover is off. When the cover is on, the motor smokes and the engine seems to bog down like it's getting too much fuel or something. Anyone else had this problem?

    just bought the motor,don't know much about it.the only problem with it is the pull cord wont rewind ,any info on this would be helpful. Model#J500-1106B .SIN#359258
