I have a 1989 3 cylander Mariner outboard which I reciently rebuilt the carburators. How would I go about adjusting the carbs to work correctly?

I have a 1989 75 hp Mariner 3 cylander which does not spark on any cylander. I have receintly replaced the switchbox. I checked all plugs for spark. Does anyone have any idea what could be the cause?
I recently rebuilt my carburetors and gas comes out of a hole at the top of my lower carb. Can anyone tell me how to correct this problem? Below is a picture of exactly where it leaks out. Thanks.
