Can give it full ill throttle in neutral and the engine responds correctly. Once shifted to forward and giving it full throttle, I only get half the power.
engine is also sputtering once in a while when starting it up if that helps...

I have taken off the bottom end and cant turn the prop by hand. Seems like there is a gear or something inside that is stuck. How can I access this? I assume there is a special tool, but is there another way in? Hopefully the picture shows what I mean,
