The hose should be connected to the oil fill as you show in your second photo. The hose does stop short of the surface of the flame arrestor. The hose is meant to allow gases (blowby) in the crankcase to be collected and burned in the combustion chambers.

This is the original interior of my 1992, 2-owner boat. If you saw it in person, you'd probably guess it was less than 5 years old.
The oil filter on my Ford 351W block is mounted at a 45 degree angle. When I unscrew it from the block it leaks oil from the filter can into the bilge. It's a mess to clean up.
Does anyone have a suggestion on how to avoid the mess, other than laying a bunch of shop rags in the bilge?
