I decided to instead of putting a turkey in a bag with the brine in a bucket I will put a few 5# old steel plate weights in a 1 gallon zip lock bag place the weight on top of the bird to hold it to the bottom of the bucket.
Time to move this back to the top, I brined a turkey for the first time last year using this recipe and it makes a big difference in flavor. I got a free 5 gallon food grade bucket with a lid from the local grocery store for free. It is the official brine bucket.

Has it ever been enforced? I do not do it because I fear wrecking stuff while there is a low impact alternative. Funny that people that spend a day on the water are so adverse to getting in the water to load out a boat.
