Should the aluminum hull be grounded to the negative battery terminal or is this a dumb question because the outboard engine automatically grounds it through the mounting bolts of the engine. Am I overthinking it to worry about electrolysis affecting boat components?

There is writing but its old and faded and unreadable. If it was a capacitor could it be for ignition noise on the radio? That's about the only think I can think of but I never saw one exactly like this before
Bought an old Lowe 2220 and in troubleshooting an electrical problem I found this thing.
Its the red thing that looks like some type of capacitor but with several wires plugged into it.
