    1992 Evinrude 70 seems to be very slow

    Hi all- I just purchased a 1970 17' Whaler, with a 1992 Evinrude 70, it has a prop is at 15 degree pitch, and according to the tach max RPM was about 4600. With very little load on the boat, just me, 180 lbs, and 6 gallons of gas, the top speed is about 22 MPH, does this seem right? Everything...
