The Problem: Starter engages but turns VERY SLOWLY with the plugs in. Seems to get stuck at or near TDC for each plug. With the plugs out the motor turns freely and rapidly. With even just one plug in the engine it will turn very slowly

Motor is on a 1987 Bayliner Capri Bowrider 16'.
Prop is 13 1/2 x 15
Compression Hot is 125, 120, 125.
Max speed I am getting is about 30mph.
