I have not checked the impeller but I do have a steady stream coming out.
Also have not checked a different hose or tank. I forgot to mention that I have gas coming out the overflow breather on one of the carbs for sure.

I have a 1992 Johnson 40 hp outboard that starts fine and idles fine but when I take it out on the water I can get up to speed for the first couple hundred yds or so then it starts surging. My guess is a dirty carb. what else could cause this?
Well I am the furthest thing from a mechanic but It could be flooding itself out. I dont know about the red lever or other device. Where would I locate that? near the prime start assembly?
This outboard starts a with just the touch of the button an idles just fine, seems to be fine at full throttle but as soon as I go from full throttle to idle It dies and will not start for at least an hour or so. I am able to keep it running by throttling back up but going back down to idle it...
