I will change the gas filter. Does anyone know where to buy the tool to open the plastic over the filter.

I have inherited an old outboard engine Yamaha 40 BE 676BS 100702 and a boat.
The problem I have is that the wiring to the red(or orange) switch to the right of the choke on the motor is not fully connected.
