Having problems with my 1968 Chrysler 35 starter, It will turn over a couple of times and then quits and the negative battery cable will start smoking! Took starter off and hooked it up to battery and it spins! does anyone have any idea what this might be?

I have a 1971 Johnson 9.5 that starts and runs great untill you get about half throttle and then it will die down like its out of gas. once you slow it down it will run perfect. I replaced all the fuel lines. Does anyone know what the problem might be?
