I have a 1999 Mercury 2 stroke 9.9 hp. Its a manual trim/tilt. The owners manual says to shift to forward before raising to full tilt position. It sometimes goes into & locks and sometimes you have to try it several times. My question is twofold. What could be causing it to not hit the notches...
