After adjusting the shifter cable, the engine does not want to fire up. It will fire a little when the throttle is depressed. What could cause this? I put a new fuel filter on when it was running. What else should I check?

My outdrive is now not going into reverse, It kinda clicks a little. It goes into forward ok. What could be wrong? How much is a lower unit rebuild usally if I take it off myself?
The outdrive is getting stuck in the up position, the trim motor sounds good but I have to release the manual release valve to get it down, once its down it operates good up and down. What could the problem be? Low fluid? Thanks
