Indmar 5.7L GM 350 engine with electronic Fuel Injection. Sounds like it's misfiring. The engine wont get above 2,000 RPMs. Is this engine in "Limp Mode"? Any thoughts on where I should look first?

I'm finishing up a repair on my bellows, shift cable and gimble bearing. When I took the out drive off, I didn't notice a oil tube. Do all alph one drives have an oil line coming from the transom to the out drive?
I've got to replace my lower shift cable, so I'm attacking the bellows, gimble bearing, gaskets, water pump and other stuff while I have the outdrive off. Will my local marine shop have tools to loan me like autozone would, or will I need to buy the tools necessary for the job myself?
