They laws in my state just recently changed and now I have to have my Evinrude on my sailboat titled/registered. Can anyone help me interpret my serial numbers. These are the numbers I got off the tag on the side of the shaft:

I think my starter solenoid is going bad. I am getting 12 volts to all connections but when I turn the key, I am only getting 6-7 volts on the positive lead of the solenoid going to the starter. I should be getting 12 volts when the key is turned, right?
