It's a 1990 90 hp Force. I went and changed my fuel pump diaphram and now the Engine has no fuel coming out of the fuel pump to the carbs and I'm thinking I re-assembled it incorrectly. My manual doesn't even show the spring and the cap that goes on top of the spring so here's my question...

I'm wanting to a leak test on my lower unit but I don't have a tester. Is it common for local maintenance facilities to do rentals on tools? If you guys have any other way's to set up something like this please let me know. It's a Force 1990 90 hp motor set-up. Thanks in advance.
I found the forward tie down attached to a rope in the ski storage. I found where it goes and there's holes but no receptacles for the screws to tighten into how hard is this to fix? This is a 1990 Bayliner Capri 1800
